When to bring us in as your sub

When the RFP names a CMS your bench doesn't cover (Drupal, Shopify Plus, headless). When evaluators want a named partner with badges. When the build effort is bigger than your in-house team can absorb without losing margin.
SHORT VERSION

What this service is, in one paragraph.

DoodleWeb subcontracts under prime contractors and lead agencies on web design and development RFPs — typically higher-ed Drupal redesigns, state and local .gov modernizations, federal civilian USWDS builds, healthcare and association CMS rebuilds, and enterprise Shopify replatforms. We sign your teaming agreement, supply technical approach narrative, past-performance citations, and named senior resumes for your proposal, then deliver under your brand on award. Accessibility (Section 508, WCAG 2.2 AA, AODA) is the default standard, not an add-on.

WHAT'S INCLUDED

Everythingaprimeneedsfrom a sub.

Built for contracts teams, capture managers, and proposal leads — not just builders.

Teaming agreement + mutual NDA

Signed before scope, pricing, or capability docs move. We sign your paper or ours — whichever your contracts team prefers — and we stay invisible to the end client unless you say otherwise.

Past-performance & capability docs

Reusable past-performance write-ups for higher-ed, government, healthcare, and aerospace. Drop them into your proposal as Attachment B without rewriting.

Section 508, WCAG 2.2 AA, AODA

Accessibility-conformant delivery is the floor, not the ceiling. We provide VPAT/ACR drafts on request and remediate to the standard the RFP names.

Drupal Certified + WP Engine Advanced

Drupal Certified Bronze Partner and WP Engine Advanced Partner badges sit behind your bid. Your evaluators see real partner credentials, not stock claims.

Senior-only delivery team

No bench warmers, no offshore handoffs. Named senior architects, designers, and engineers attached to the proposal and to the build.

Co-branded loss-debrief help

If the bid loses, you keep the past-performance assets and we sit in the debrief with you. If it wins, we ship under your brand on your timeline.

IDEAL RFPS

Thebidswearetherightsub for.

If your RFP names any of the platforms or compliance frameworks below, we can be on your team within a week.

  • Higher-ed Drupal website redesigns (multi-faculty, AODA / WCAG 2.2 AA)
  • State, county, and municipal .gov web redesigns (Section 508, plain-language)
  • Federal civilian agency website modernization (USWDS, 21st-Century IDEA Act)
  • Hospital, health-system, and clinic web platforms (HIPAA-adjacent)
  • Defense, aerospace, and DIB contractor marketing sites (ITAR-aware hosting)
  • Enterprise Shopify Plus and headless commerce replatforms
  • Nonprofit and association CMS rebuilds (Drupal, WordPress VIP)
  • K-12 district and ESA websites (FERPA, accessibility)
HOW IT WORKS

FromRFPdroptoaward and beyond.

02

Bid support

We supply technical approach narrative, level-of-effort estimate, past-performance citations, and resumes for the proposal.

03

Pricing

Fixed-fee or T&M with not-to-exceed. We hold your margin — we don't ask the end client what you charged them.

04

Award + kickoff

On award, we kick off in your tools, your repo, your standards. Status rolls up to your PM. End client sees your brand.

05

Build

Discovery, IA, design, build, QA, accessibility audit, performance pass. We hit the milestones the RFP scored you against.

06

Closeout

Documentation, training, handoff, and an optional maintenance retainer — billed to you, branded as you.

QUESTIONS, ANSWERED

Whatcapturemanagersask first.

Will you sub under our prime contract for a federal, state, or county RFP?

Yes. We routinely sub under primes responding to federal civilian, state, county, municipal, and higher-ed RFPs. We sign your teaming agreement and NDA before any scope conversation. We do not market to or contact your end client. We have supported award-winning bids in higher education, government, aerospace, and healthcare verticals.

Can you provide past-performance write-ups for our proposal?

Yes. We maintain reusable past-performance citations — covering scope, contract value range, period of performance, technical environment, and reference contact (on request, with client approval) — for higher-ed Drupal, .gov redesigns, healthcare, association, and aerospace projects. Most primes use them as Attachment B / Past Performance Volume content directly.

Do you do Section 508, WCAG 2.2 AA, and AODA work?

Yes. Accessibility-conformant delivery is our default standard. We provide VPAT / ACR drafts on request, run axe-core and manual screen-reader audits at QA, and remediate to whichever standard the RFP names (Section 508 Refresh, WCAG 2.2 AA, AODA, EN 301 549).

What does your subcontractor pricing look like?

Three common shapes. Fixed-fee on a defined SOW (we hold a not-to-exceed). T&M with NTE for ambiguous discovery-phase work. Fractional sprint capacity ($10K–$25K/month) for long-running task orders. We propose the shape that protects your margin, not the one that bills more.

Will you talk to our end client?

Only if you want us to. The default is invisible — your PM owns the relationship, your account team owns the email chain, and we ship under your brand. If the contract names us as a sub on the org chart, we will sit in working sessions as your team — never as a separate vendor.

How fast can you turn around bid-support content?

Technical approach narrative and LOE estimate in 3–5 business days from a clean RFP packet. Past-performance pulls and senior resumes within 48 hours. Rush turnaround available — say the word and we'll re-shuffle.

What platforms and tech do you cover as a sub?

Drupal (Certified Bronze Partner), WordPress (WP Engine Advanced Partner, including VIP), Shopify Plus and headless, Webflow, React / Next.js, and Node back-ends. We also handle migrations between platforms and replatforming engagements that show up mid-contract.

Are you a small business / WBE / MBE / SDB / 8(a)?

DoodleWeb is a privately held small business. We do not currently hold federal SBA socioeconomic certifications (8(a), WOSB, SDVOSB). If your RFP requires a certified small-business sub, ask and we'll be straightforward about fit — sometimes the answer is to introduce you to a certified partner and team in a different role.

What bid-support content do you supply for the proposal?
Technical approach narrative (3–8 pages, tuned to the evaluation criteria), level-of-effort estimate broken down by phase and role, reusable past-performance citations covering higher-ed Drupal, .gov redesigns, healthcare, and aerospace work, named senior resumes for the architects and engineers attached to the bid, and VPAT/ACR drafts when the RFP scores accessibility.

Yes. Accessibility-conformant delivery is our default standard, not an add-on. We provide VPAT / ACR drafts on request, run axe-core and manual screen-reader audits at QA, and remediate to whichever standard the RFP names. USWDS-compliant federal civilian builds are well-trodden territory.
