No. Drupal 7 reached community end of life on January 5, 2025. There are no further community security releases, so any remaining Drupal 7 site accumulates unpatched vulnerability risk.

Should we migrate to Drupal 10 or Drupal 11?

Drupal 11 for almost every new migration. Drupal 11 released in August 2024, and migrating to Drupal 10 today means planning another upgrade sooner. The exception is a hard dependency on a contrib module without a Drupal 11 release.
